Complaints about and around Kota Kinabalu

We know that Central Business District (CBD) and the outlying areas had been developed in greater pace in the past decades since Kota Kinabalu has become a City.
There may be some upsides and also downsides with some very ugly instances.
It is appreciative of the upsides on the face of it with a few fairly big shopping malls but there are still various eyesores in the city with some abandoned projects for years.
We also know that it is indisputable that the most popular shopping malls are KK Times Square especially with the portion of Imago most exciting part in KK City as the heavy traffic jams in many hours daily in the area.
Does the KK Times Square especially Imago provide the good image of the city when the very busy access road is very rocky in the shortest road in city leading to two biggest carparks in the city. How would those paying for the expensive parking fee in KK Times Square and with their supposedly posh offices feel when the single access road (no other choice) is most unpleasant? 
The rocky road can damage the vehicles and cause more traffic jam unnecessarily with the very slow pace going over the rocky road.  Do we want tourists and locals alike to remember this adverse/unpleasant scenario in the city for this shortest road in a premier locality?
Can we imagine a superb office girl wearing 3/ 4 inches high heel shoes fall over hurting herself in the process in crossing the rocky/holey road and tearing her posh clothing, what would happen then?  Would she sue for that disaster?
I had an incidence where my car’s shock absorber just broke in pot hole in the east London street and after lodging a complaint with the local council and site visit, and in spite the hole was sealed, the council asked no question but fully paid up for the repair bill.
Just a few days, a friend of mine damaged his car badly avoiding a pot hole at a roundabout near Tuaran in the dark where there was no street light. Is this a good image of Sabah?
There are also many –actually countless- unsightly places in the city.  Just to mention two items I would like to say that the back streets behind the most posh building Shell Plaza is always flooded with thrash made worst with rain and Jalan Pantai side road with holes of thrash and black water.  Do we really want the tourists bring home such images when diners sit for the Bak Kut Teh dinner in the pavement by the road?
I hope we can see a more liveable city in KK now and not another few years to come.
